2006 Load Management Programs


Residential Water Heating Programs:

Storage Water Heating:
  1. Electricity is sold for 3.3 cents per KWH.
  2. Storage capacity of at least 80 gallons is needed to qualify for the program.
  3. Electricity is supplied to the water heater for 8 hours each night between 11:00 PM and 7:00 AM. The stored hot water is used throughout the day and recharged each night.
Breathe Easy Water Heating:
  1. Electricity is sold for 5 cents per KWH.
  2. Storage capacity of at least 50 gallons is needed to qualify for the program.
  3. Electricity is supplied to the water heater for 20 hours each day. Power to the water heater is turned off for a maximum of 4 hours each day. The control period usually occurs somewhere between 4:00 PM and 10:00 PM each day.
  4. Available to members served by the Bigfork, Jessie Lake, Wirt and Evensen substations only.

Electric Heating Programs:

Storage Space Heating:
  1. Electricity is sold for 3.3 cents per KWH.
  2. Storage capacity of the heater must be equivalent to the heating requirements of the room unless a secondary non-electric heating source is used. One other exception is radiant floor warming that is not intended to heat the entire room.
  3. Electricity is supplied to the heater for 8 hours each night between 11:00 PM and 7:00 AM. The heat is removed from the storage medium throughout the day and recharged each night.
  4. Room storage units or whole-house storage furnaces that are filled with bricks are typically used on this program. The bricks can be heated up to 1200 degrees each night and the stored energy can be released during the day.
  5. Radiant floor systems can take advantage of the storage space-heating program if they are designed with enough storage capacity. This usually means that the tubing, electric cables or electric mats need to be placed about 12 inches below the top of the concrete slab.
Dual Fuel Space Heating:
  1. Electricity is sold for 5 cents per KWH.
  2. Electric heat and a thermostatically controlled non-electric heating source are required to qualify for the program. The electric heat must be wired to the primary heating source, and be able to supply over 50% of the heating for the entire home. The non-electric heating source must be able to provide 100% of the home's heating requirements.
  3. Wood heat does not qualify as a backup heating source in this program. Gas fireplaces do not qualify as a backup unless they are furnace rated and are thermostatically controlled.
  4. Power is supplied to the electric heater at all times except for peak periods. During the power company's peak periods, the power to the electric heat is turned off and the backup heating source is used to heat the home.
  5. Peaks periods occur during no specific time period. They can occur for a few hours or up to 12 hours at a time. While we are never sure when a dual fuel control period will occur, there is a high likelihood of the power being shut off when the temperature drops.
  6. The electricity at the heater can be turned off for up to 400 hours per heating season. That is the equivalent of 16 2/3 days.
  7. Any type of electric heat can be used for dual fuel. Baseboard heaters, plenum heaters, electric furnaces and boilers have all been used. As mentioned earlier, the backup system must be capable of heating the entire home when the electricity is turned off at the electric heaters.
Freedom Space Heating:
  1. Electricity is sold for 3.8 cents per KWH.
  2. Electricity is supplied to the electric heater for 20 hours each day. Power to the heater is turned off for a maximum of 4 hours on peak days. The control period can only occur between 4:00 PM and 10:00 PM on peak days.
  3. Since the power can be turned off for only 4 hours per day, wood heat does qualify as a backup for this program.
  4. Electric heat must be the primary heating source for the home in order to qualify for this program.
  5. Any type of electric heat can be used for freedom heating. Baseboard heaters, plenum heaters, electric furnaces and boilers have all been used.
  6. Available to members served by the Bigfork, Jessie Lake, Wirt and Evensen substations only.

North Itasca Electric Cooperative, Inc.'s general service electric rate is tiered. Fixed charge per month - $25.00 First 700 KWH per month – 8.2 cents per KWH. Any electric usage over 700 KWH per month – 7.2 cents per KWH.

Qualified Loads:

  1. Electric water heaters must be hard wired to the electrical service to qualify for the water heating programs. If multiple water heaters are used, all electric water heaters must be connected to the load controls. No other appliances, lights, receptacles, or heating systems can be connected to the water heater controller.
  2. Any form of electric space heating that is used on one of the heating programs must be hard wired to the home's electrical service to qualify for that program. The electric heating system must provide over 50 percent of the home’s heating requirements. No other appliances, lights or receptacles can be connected to the off peak heating meter.
  3. Clothes dryers, ranges and hot tubs are not qualified loads. They must be removed from the load management system.
